Demonstrated Success in Florida: Modernizing Citizen Services for Florida Department of Agriculture and Consumer Services

The Florida Department of Agriculture and Consumer Services (FDACS) needed to replace disconnected legacy systems and paper-based processes that were creating delays, duplication, and inconsistent experiences for citizens.

Working with HSO and Microsoft, FDACS adopted a phased modernization approach using Dynamics 365, Power Platform, and Azure. The initiative has resulted in 13 live systems across multiple divisions, modern portals for permitting, renewals, payments, and case tracking, streamlined operations, and greater access to real-time data. The work earned FDACS a 2025 Davis Productivity Award and is projected to save approximately $5 million over 10 years.
