Texas Success Story: Modernizing Citizen Services Through a “No Wrong Door” Approach
HSO and Microsoft partnered with a Texas state agency to modernize citizen service delivery through a large-scale “No Wrong Door” initiative designed to create a unified, citizen-centered experience across programs and service channels.
The agency faced challenges common across government organizations: multiple entry points, fragmented systems, siloed data, limited visibility across programs, and inconsistent customer experiences. Citizens and staff were navigating too many “doors,” which made it harder to connect people to the right services and support teams to coordinate effectively.
The modernization effort focused on creating a more connected model for citizen engagement. The goal was to allow people to access services through the channel that worked best for them, including phone, web, chat, or in-person support, while enabling staff to see a more complete picture of each interaction.
The solution included a centralized CRM foundation, unified customer engagement records, modernized case management, integrated contact center capabilities, AI-enabled support, and better cross-program collaboration. Rather than taking a “big bang” approach, the team designed an incremental implementation path that could prove value early and support future expansion.
