Designing Agentic AI for Control, Trust, and Outcomes

Why you don’t have to compromise 

There's a well-worn rule in business: fast, good, or cheap... pick two. It shows up wherever stakes are real and resources are constrained. The idea being that you can optimize for some outcomes, including speed, but it’s too much to go for it all. 

Many enterprise leaders have quietly carried this rule over to agentic AI.

Control, security, outcomes, speed, adoption, return. The fear is that you get one or two, max. Move fast and you lose governance. Lock down your data, and you slow down.

Prioritize ROI and you cut corners on the foundations that make it last. The assumption is that ambition and control pull in opposite directions. 

They don't. But that's exactly what keeps capable organizations stuck running pilots they can't commit to or waiting until the moment agents feel safe enough to build. 

The leaders who get agentic AI right don't accept the trade-off. They reject it. And they do it by making governance, security, and outcomes part of an agent’s design.

Agentic AI, by Design

Control isn't something you add later. 

Assuming you’re already defining the outcome before you build, the next most common mistake in agentic AI deployment is treating governance as a post-deployment problem. You build the agent, you see how it performs, and then you figure out who owns it and how to monitor it. By then, you're already managing consequences rather than driving outcomes. 

Governance only works when it’s designed into the agent from the start. Who is accountable when this agent acts? What does it have access to, and what is explicitly outside its scope? How will we know if it's performing the way we expect, and what's the process when it isn't? All of those questions need an answer before you deploy. 

Observability is the lever most organizations underestimate. If you can't look at an agent's behavior and explain why it made a particular decision, you can't course-correct with confidence. You can't earn trust from the people using the system. And you can't give the leadership team the assurance they need to let it run at scale. 

At HSO, for example, we applied this principle into our own Expense Entry Agent from the start. We didn't just deploy it. We built the monitoring to track when it miscategorizes an expense, to identify whether that maps to a specific change, and to determine what it takes to bring accuracy back up. That visibility is what allowed us to expand its use with confidence.

What agentic AI delivers with the right foundation

If people don't trust it, they will find another way. 

Even when the technology is right and the governance is in place, agentic AI fails when organizations skip the human element. People rarely announce a lack of trust. They quietly continue doing what they were doing before, or they find their own tools. And when they use unmanaged tools, your data will end up somewhere you didn't intend. 

This is why change management must be part of the design. Getting people to trust an agent means involving them in defining what the agent does and doesn't do. It means giving teams visibility into how it's performing. It means treating the agent the way you'd treat any new member of the team: with a clear role, a defined scope, and a process for evaluation and improvement. 

A well-designed agent should make people's work better, in ways they can feel. The goal is to move from human by default, where every step requires a person to start, approve, or close it, to human by exception, where the system handles what it can, and people focus on what actually requires a human decision. When that shift is designed well, people don't resist it. They rely on it. 

The right path forward 

The “ambition for control” trade-off that enterprise leaders fear doesn't need to be a trade-off at all. When you treat governance, data, and change as design principles, you can have both. 

But there's a second fear worth naming: the fear of moving at all. The instinct to wait until the technology settles, until the governance questions are answered by someone else, or until the risk feels smaller. 

I think about it like investing. It's not about timing the market. It's about time in the market. The organizations that start now, with the right foundation and the right partner, build knowledge and experience that compounds. The ones waiting for certainty are watching that gap widen.  

The safest path forward is to find a partner you can trust to guide you swiftly toward the results. You can stack wins, learnings, and momentum from there. But you need a partner who understands your industry and the broader picture. 

That path looks different for different organizations. Some need a purpose-built platform that runs entirely inside their own Azure tenant, where agents operate against their own data, governed by their own policies, with nothing leaving their environment. Others may need to work deeper through the strategy and governance framework first, before any build begins. In parallel, organizations are ready to move faster with pre-built agents designed for specific enterprise processes, deployed against defined outcomes from day one.  

The right starting point depends on where you actually are, not on false assumptions or a rush to slap on the latest tech. What doesn't change across any of those paths forward is designing for outcomes, without compromise. Governance built in. Data that stays where it belongs. Outcomes defined before a single agent goes live.
