AI Governance: The Foundation Your AI Program Cannot Afford to Skip

As organizations accelerate their use of AI, many are discovering the same challenge. While experimentation is easy, scaling AI responsibly across the enterprise is far more complex.

Governance: Guardrails, Not Gates 

AI governance is frequently misunderstood. It is not about slowing innovation or preventing experimentation. In practice, effective governance acts as a set of guardrails that keep AI initiatives aligned with organizational priorities and risk tolerance. 

Without those guardrails, AI adoption often gets shut down later by security teams, legal departments, or senior leadership once concerns surface too late in the process. Governance shifts those conversations earlier, making it easier to move forward with confidence. 

The risks that governance addresses span legal, regulatory, financial, reputational, and ethical considerations. These concerns typically surface at the board level and need to translate into clear, practical policy that teams across the business can act on. 

As Daryl put it directly during the session: the existence of a governance program is the single biggest determinant of whether an AI initiative succeeds at scale. Governance creates organizational buy-in, and without buy-in, you cannot scale. 

The AI Governance Council: Your First Move 

The most actionable recommendation from the session was standing up an AI Governance Council, sometimes referred to as a Centre of Excellence or Centre of Practice. This does not need to be a large or complicated structure, but it must include the right people.  

Members do not need to be AI specialists. Their value comes from understanding how AI affects their part of the business and helping translate enterprise risk into workable policy. Representation from legal, HR, IT, security, and business leadership is important. One example shared during the session was an organization that had the Head of HR at the governance table from day one. That kind of cross-functional presence signals maturity and helps ensure the council stays focused on its real job: keeping things moving rather than creating bureaucracy. By bringing together the right disciplines, the council can unblock AI programs, align on data standards, and focus investment on the initiatives that create real value rather than chasing every idea labeled AI. 

Shadow AI and Hidden Risk 

One of the most eye-opening topics in the session was shadow AI, which refers to the unsanctioned or unseen use of AI tools by employees or embedded within third-party software. Most organizations have significantly more AI usage than they realize. 

The instinct to block everything at the firewall is understandable but counterproductive. Heavy-handed blocking simply makes users more creative about workarounds. The recommended approach is visibility before enforcement. 

Understanding where AI is being used, what data is being shared, and how vendors are introducing AI capabilities is the essential starting point. Tools like Microsoft Defender for Cloud Apps provide that visibility. From there, organizations can enforce policy in a way that is proportionate and effective. The three-part approach looks like this: 

  • Visibility First: Use visibility tools such as Microsoft Defender for Cloud Apps to understand what is actually happening across your organization.
  • Policy Enforcement Second: Establish clear acceptable use guidelines before reacting to individual incidents.
  • Data Security as the Foundation: Encryption and data classification are the most effective long-term defenses against data loss.

There is also a growing supply chain dimension. Vendors are quietly embedding AI capabilities into software organizations already use, often without explicit notification. Third-party suppliers should be reviewed on at least an annual basis to understand what AI features have been added and where data may be flowing. Regulated organizations with existing vendor review obligations can use those frameworks as a starting point. 

Choosing the Right Use Cases 

Not every business problem needs an AI solution, and the governance council plays a critical filtering role here. A memorable example from the session involved a large Canadian organization exploring a complex AI project to exchange information with a regulatory body. The actual answer was a single checkbox in their CRM and a simple automated email flow, costing a fraction of what the AI project would have required. 

The lesson is straightforward. AI should be applied where it creates genuine value, not where it sounds impressive. One underutilized approach worth considering: revisiting past failed innovation projects from the big data era to see whether large language models can now close the gaps that caused those initiatives to stall. The logic and economic analysis may already exist, and the AI component could be the missing piece. 

Every AI Problem Is a Data Problem 

Perhaps the most consistent theme across the entire session was this: AI is only as good as the data behind it. Garbage in, garbage out has never been more relevant than it is today. 

Poor data quality, unclear ownership, and inconsistent classification will limit results and increase risk, especially with unstructured data such as files, emails, and collaboration content spread across platforms like Microsoft 365. The challenge is that clean and well-classified data is not exciting and rarely attracts dedicated budget or attention on its own. 

What makes this harder is a gap that shows up frequently across organizations. AI teams assume data will be handled by someone else. Data teams do not always have the AI context to know what is actually needed. This disconnect is exactly what a governance council exists to bridge, by bringing these disciplines together before an AI program hits a wall and stalls. 

What a 30 to 60 Day Governance Sprint Looks Like 

For organizations early in their AI journey or looking to regain control, the session outlined practical near-term priorities that deliver impact without overcomplication. These steps are achievable within existing IT and security teams and create a stronger foundation for broader AI adoption.

    Gain Visibility:

     Identify where AI is already being used, including shadow AI and AI features embedded in existing software.

    Reduce Oversharing:

    Limit access and permissions and advance information protection labeling to reduce risk.

    Classify and Protect Data:

    Prioritize classifying and protecting unstructured data such as files and emails in Microsoft 365.

    Build the Council:

    Establish a cross-functional AI Governance Council to drive accountability and decision-making.

Responsible AI at Scale Requires Internal Ownership and Partnership 

The best time to start was yesterday. The second best time is today. That said, AI governance is not something that can be fully outsourced or deferred. It requires genuine collaboration across the business and evolves as technology, regulation, and organizational priorities change. 

Data classification and protection in particular requires deep involvement from the people who understand what the data means and why it matters. A partner can help structure the work, ask the right questions, and bring experience from other organizations, but they cannot substitute for the internal knowledge and accountability that has to come from within.
